"Freeze" potion effect

I'd love to see a potion effect which freezes player movement and locks rotation. This could be justified using some new or existing mob (probably in a snowy biome?) gaining the ability to freeze their target for a short time. This could be backed up with a nice visual effect (some sort of screen overlay or icy particles) and sound cue to communicate the whole "being frozen" thing. Using the /effect command with "true" at the end would remove the special visuals and sound effect. I mostly want this as a mapmaker, since locking player movement and rotation (in a cutscene, for instance) is difficult to do and can often be broken or made jarring if the player tries to look around and finds themselves being rapidly snapped back to the desired position.

    I feel like freeze potions could come from a blizzard mob. You kill it,it drops an item that you use in potions.

    I believe that freezing should reduce attack speed.
    Don't touch the camera sensitivity because players will just use macros.
