This world is an exact replica of the famous movie that took place in 1939 and starts in Kansas than oz. How it works is that you are in Kansas during a storm than you go on this adventure to oz and it has the music in the background

  This sounds like a good adventure map suggestion, but I don't see how this fits at all with vanilla.

  Make one as an adventure map.  No need for a Minecraft update.
