[Bedrock] Be Able to Move Cached Resources to Global Resources

I believe that in the "Storage" tab in the settings, there should be a way to move cached resources (i.e. resource packs downloaded from LAN/multiplayer/Realms worlds) into global resources.

This would allow the Xbox One, the Nintendo Switch, and PS4 to install things like addons and resource packs (and be the only way at the moment to install packs into the global resources).
