[Bedrock] Axe should receive tool enchantments by default, instead of weapon enchantments

In Bedrock code base enchanting table mostly puts weapon enchantments on an axe. Axe is not primarily a weapon, it should receive tool enchantments, and allow anvil to place weapon enchantments on it, or at least it should prefer tool enchantments over weapon enchantments. Looking at the wiki, this already seems to be the case for Java edition. First I thought this was a bug in bedrock code base, but quick search in the issue database lead to issues that were resolved as working as intended or won't fix. So here I am.

    Yes please. This is so stupid I can't have a good axe because I keep getting Sharpness and similar.

    YES I tried putting unbreaking 3 on my axe and when I found it I got bane of athrepods instead of efficiency 4 or 3
