    Yes this should really be added. I am currently working on a custom map where I want players to be able to use coal but not be able to burn their wodden tools in the furnace

    Yes. 

    I was honestly surprised to find that this wasn't already part of datapacks' capabilities.

    It shouldn't take a mod loader to make it so that arrows and dead bushes can be burned as fuel.

    Yes, this is what was missing in datapacks. I wish to add or remove fuel from items.
