Reliable nether wart supply

Okay, I know that brewing is powerful and therefore is meant to be difficult to acquire. However, given the (relatively) recent rework of the Nether whereby spawning of fortresses is considerably lower and more prone to having bits of them cut off by stuff, it now seems unreasonably difficult to get nether wart, without which it is of course impossible to brew.

In multiple worlds I have spent hours exploring the Nether, finding several fortresses and bastions and completely exploring to the point where I've ended up with ten stacks of blaze rods, all without finding a single nether wart. Maybe this is just really bad luck, but it does seem a bit too difficult.

So basically what I'm asking for is to increase the probability of nether wart 'gardens' spawning or it being in chests to be increased, ideally making at least one present in all fortresses. Either that or make it appear rarely in some biomes (fungus biome seems appropriate) but that might be too easy.
