What if there were guardians wrapped in kelp that are trapped on the sea floor? Then you could take shears and save them. Then they will be friendly towards people and will let you inside of it. Inside, its pupil will dilate, which would act like a window outside. Then you can use your new friend as a submarine (or a jet ski) that will shoot lasers on command!
