Crying Obsidian Spread

Nether portals must be able to be built with crying obsidian but with a catch. For each block of crying obsidian used, the portal has a bigger chance of spreading netherrack and other nether related blocks around it in the overworld (similar to ruined portals). Building a portal with regular obsidian would prevent this.

    This would be a good way to add renewable netherrack to Skyblock maps
