My thought is really simple: remove the levels or at least give the possibility to see the total experience points and consequently change everything that works in levels, so that it works in experience points. Let me explain better:
Currently when we go to use the anvil or simply to enchant these to perform the actions require levels. Where is the problem?
Reaching high levels in minecraft, not only is not useful but is also counterproductive. Each subsequent level is more difficult to complete than the previous one, when it makes it so that more and more points are needed to increase the level. So let's make some examples with invented numbers:
To do level 1 you need 10xp. Instead to do level 100 you need 500xp.
If you wanted to rename an object through the anvil, if you were at level 1 you would only spend 10xp earned very easily, on the contrary, if you were level 100 you would spend 500xp earned much more hard. So the price is not just "1 level" but an amount of xp that changes every time, making it useless and counterproductive to reach high levels.
If instead of costing "1 level" it cost "50xp" these would always be so at any level of the player. Giving a sense to accumulating levels. (Not counting enchant with 30 levels..)

Also it would be nice if there was a way to convert your experience into Bottle o' Enchating so you can keep it when you don't need it
