Leaf litter to 60% in oak forests

The oak forest is an iconic Minecraft biome and the idea is to keep it as it was.

Leaf litter is a new decorative block in the woodlands throughout the overworld

But older players might still want to roam the oak forest without Leaf litter

So i propose that Leaf litter will be in oak forests 60% of the time and won't have any 40% of time to keep it the luscious green forest we all know and love.
