Construction above the happy ghast

I suggest that the happy ghast has access to 1 block height to place blocks, meaning that blocks can be placed on it but only 1 block high, the following blocks can be placed on top: chests, Wooden Blocks (all their variants) and fences (with all their variants) This is because it would be good for the player's creativity to experiment, for example, placing 4 fences above the ghast, a ship below the ghast and tying the ship underneath and making it like a Hot air balloon
