Currently, the locator bar both hides useful information, and is potentially disruptive to how different players go about the game. As such, I propose that the locator bar be dependent on the compass item, though toggle-able to always be on via gamerule. The effects would change based on different factors surrounding the compass.
Normal compass: Pulls up the locator bar, marks North, South, East, and West on it, and the player's spawnpoint. Also marks any connected lodestones.
Recovery compass: Functions as a normal compass, but also marks the point of death.
Compass with Locator enchantment: Functions as a normal/recovery compass (depending on which one is enchanted), but with the player finding abilities of the current locator bar.
Additionally, this would open up opportunities to come up with new compass enchantments, with features such as marking structures, locations from maps in your inventory, mobs, multiple lodestones rather than just one, or any other manner of convenient waypoints.
