I experienced this bug that inspired my suggestion:
I noticed while I was trying to break and replant carrot and potato crops, that with the classic control set and crosshairs the player attempts to eat the food when trying to break the crops.
In general if you hold a food item while trying to mine or interact with blocks you eat the food even when only one food point is depleted.
I got a suggestion to fix this in a practical way extending beyond this small problem:
[If the player attempts to break a block beyond 3 blocks away while holding food, the food will be eaten instead.]
[Prioritize eating the food if the food bar is below 15%.]
[Prioritize mining the block if the food bar is above 45%, and the player is within 2.5 blocks.]
[Eating food items that apply positive status affects will always be priotized.]
