Beacon/nether star Beam of light staff

It would be a nether star or beacon on top of 2 blaze rods and what would do is this it could shoot a beam of light when used and damage enemies from a far. It could also allow you to charge it with potions and instead of damaging enemies it could rather apply the potion effect at a constant rate. crafting could be as simple as a shovel with 2 blaze rods and on top a beacon/nether star.
