Leaf litter should only drop when broken by a hoe

Breaking leaf litter by hand can clutter inventory when clearing an area to build or farm etc, so why not give it a specialized tool? The hoe could act as a sort of "rake" for the leaves. This feature is already implemented in leaf blocks, grass, and many others, so it should be a simple addition that would make many players happy.

    A shovel instead maybe? You use it to shovel leaves?
