the idea is simple. plants, flowers, grass types, and other types of decorative ground vegetation should regrow in old chunks that have been loaded before the spring drop. the new decorations are amazing, the wildflower, leaf litter, the dry grass, bushes, and anything else that is to come. the only issue is, they only improve new chunks of the world (which has been an issue with new generation features for the longest time, but these small decors are actually feasible to generate in old chunks as they're very minor additions as opposed to full structures and worldgen features), and to have them in your own home area you'd have to go out dozens of blocks, pick some up, and manually decorate the ground back at your home. here's a breakdown:
1. the game detects if a chunk is an old chunk
2. plants and flowers added in new updates will try their best to generate in those chunks
3. once they generate once, they don't generate there again, as they do in every other chunk
additionally, this should be locked behind a gamerule that's off by default, as it can be very invasive or some people might just not want them
