I think the inventory issue should be resolved by giving the player a row of 9 slots for every 30 levels of EXP. This effect could stack 3 times (so after 60 you would get another 9 and after 90 another 9), maybe be granted upon wearing a specific enchantment for the leggings found in the ender cities and such.
EXP gets pretty useless after a point and this would be a huge buff to that mechanic and, as large EXP farms are possible, getting back to 30 isn't insurmountable. This also means that the inventory would reset upon death, an incentive to not die as well as making it a unique enchantment, as well as adding a minor dilemma during enchanting, as going below 30 would mean losing 9 slots.
This would allow the inventory issue to be addressed, without fundamentally changing the UI or making the players to powerful in the early game. It also doubles as a new and desirable late-game enchantment that depends upon the player having a high EXP level to take effect.
This could however make it too painful for players to loose those levels upon death and that could maybe be fixed by another enchantment that maybe stores exp or make the enchantment suggested above upgradeable so that the requirements are lowered somewhat. Meaning that the 60 and 90 levels would only be necessary for the lowest tier, but the 30 requirement stays unchanged for all tiers. If the level requirements are still deemed to high they could always be lowered.
