Make leaf litter REPLACEBLE by other blocks [Snapshot 25w02a]

Leaf litter covers a lot of the ground space, ulike flowers. So it should be replaceble, just like short grass, tall grass, fern, large fern, dead bush & others.

    also leaf litter isn't a plant. its waste from plant parts that fell on the ground. therefore it should be able to be on any block because it's just leaves.

    I agree it's already annoying when this happens with grass
