Take mining debris as an example. You should use a diamond pickaxe to mine it, and even a silk touch iron pick will not be enough. Another example is mining diamonds with stone. If the tool you are using is made of an insufficient material, the block breaking should make a different sound, similar to the tool breaking sound - less aggressive, but indicative that something is not being done right. This should NOT apply to using the wrong tool type to mine a block (such as a pickaxe for gravel and dirt, or an axe for stone), as these occurences are way too common (and so it would be an annoying sound), and very rarely will players not know what tool to use.
