Generally in Minecraft, mobs with glowing eyes have an eyes texture that mimics the uv coverage of the base texture it goes over. For example, see the enderman, ender dragon, phantom, and both spiders. This is useful for resource pack makers because the eyes can thus be moved anywhere on the mob.
However, lately, with the breeze and creaking, this has been confined to the head. This breaks a precedent with the previous mobs, and hampers the ability of resource pack makers. The models could certainly be expanded sufficiently quickly to include emissive parts for the whole creaking and the whole body of the breeze (even if not to the wind since that's a separate texture, although there is a shader for translucent emissivity because of the Warden).
This inconsistency is notable as even though the shading of the eyes for other mobs was recently changed to match the breeze and creaking (see MC-276988), they did not have the uvs changed and retain full parity with the base texture, implying that this is remains a desirable option and a precedent for what is the correct/expected behavior.
Please expand our options as a community in line with your dedication to creativity. The creative payoff greatly outweighs the little time it should take given that you already have the textures and models partially in place for this.
