new block - new function

I have an idea for a new interactive block called •SYNCHRONIZER• The synchronizer transfers enchantments from tools to books or tools to tools of the same type The same would happen with the armor, this block would be balanced by the materials to craft it It would also give great use to the amethyst since the block would have 15 uses and would have to be repaired with amethyst It would also have an interesting mechanic since if it was in an outdoor thunderstorm, it would attract lightning and if it were hit by one it would become a charged synchronizer, something like the charged Creeper, and this is what Aria is. that when synchronizing something had a percentage of 65% that would mean that the object, tool or armor had an additional enchantment or else give experience But the disadvantage would be that the lightning rods with which it is crafted would break the top part but could be repaired with copper ingots.
