Okay, so this would be something for an entire update and the framework for much more than just terraforming.
But I think magic could add more to Minecraft's endgame and could be something that will either be available after an update of The End or something for whatever dimension will be reached through the portals of Ancient Cities.
Now, here is how it could work. Players will be able to craft magic scrolls with a durability using a new spell table which could be difficult to get. And these magic scrolls can allow the player to do all kinds of things, including the common tools known from WorldEdit, VoxelSniper, or Axiom. No need to be just as powerful, but imagine being able to use some BRUSHES to place dirt or stone instead of single block. And spells to SMOOTH some terrain or RETEXTURE.
Now, this needs to be balanced, and the player should still have to provide the resources in a way (unless creative). It could be something where a brush requires the scroll in the mainhand and the resource in the offhand for example. Or it could be done in a way, that a brush can be made out of several resources, so while crafting the spell, the player has to bring in the resources and perhaps gets a 3x3 field to fill. So you could use 7 stone and 2 cobblestone for example, to have a 2:7 ratio with a random spread. And then, the scroll will only work as long as the player has the required resources in their inventory.
