Rain should not be able to generate in lush caves if under a desert

So as the title says,

Rain partials should not be able to spawn in lush cave biomes if the lush cave is under a biome the doesn't allow for rain to begin with (e.g. Deserts & Badlands). This might mean a reworking of the biome classification system, but I have no idea how Minecraft works.
