    So just to make sure I understand, the weapon deals splash damage and hits multiple enemies at once, it can be thrown and it comes back, and functions as a pickaxe. It does more damage to enemies in water, and you can break boats one hit with it (or does it simply stop the boat from moving).

    ...And its an anchor.

    Its not a bad idea, but it is essentially a combination of a sword enchanted with sweeping (in Java you can enchant a sword so that it hits multiple enemies at once) a trident enchanted with loyalty and impaling (impaling does extra damage to enemies in water) and a pickaxe. The problem is its two efficient, if I had this weapon than I would never need to carry a sword or trident or pickaxe, just one anchor would do the trick. The weapon being an anchor is actually not a problem with me, this is creative thinking and I like it, Mojang didn't throw us a hammer in 1.21 (tricky trials), which is what most people would have expected. Instead they went for something more creative. The mace. An anchor is not a bad idea, personally it seems a bit outlandish for a weapon, but whatever. Its the use that bothers me, the mace was new and unique, this anchor feels like a combination of many good tools.
