As of now, Bedrock has recently gotten recipe unlocking added as a default, and I've noticed that whenever I have gotten coal and sticks, I cannot craft torches. This is because for the torch recipe to be unlocked, you need to have had a stone pickaxe. I believe its the same on Java Edition.
I believe this is not a good feature, for the simple fact that its very easy to obtain coal and sticks, and have a desire to light something up without having obtained a stone pickaxe. In most worlds I create in survival mode, I will get an iron pickaxe, either from village chests, or from killing iron golems first. I have also on multiple occasions tried to make torches when I have only ever had a wooden pickaxe. This can be seen as a minor inconvinience, but with the amount of times it's happened, its really started annoying me.
I feel like picking up coal should be whats required to learn the recipe, rather than coal, sticks, and a stone pickaxe.
While you are most likely to be crafting torches once you have a stone pickaxe, that is definitely not always the case, which is why I feel it should be changed.
