I thought of a "rework" of effect arrows that I'd love to see tested. For now, effect arrows aren't really used. To hard to get for a to small range of usage so here is my idea.
1: Make every effect arrow able to get multiple effects.
2: To make the multiple effects arrows the player needs to throw normal arrow in breath potion effect, arrows thrown will pick up to 3 effects if there is 3 different breath effect overlaping. If more, pick the 3 effects with the less cloud effect life time remaining.
3: Allow players to make effect arrows by throwing normal arrow items directly in the breath AND by throwing splash potion onto arrow items. If a splash potion is used, only 1 effect can be added. Triple effects arrow are a end game thing, should be no way to make them before the ender dragon.
4: You can customize your arrows only once. If you throw arrows on the ground then throw 1 breath of speed, arrows can't be thrown in a breath of jump boost after that. (effect arrows can't be customize, only normal arrows)
5: Effect arrows now dosen't disapear with infinity BUT they'r nerfed, Splash potion can't apply more than a level 1 effect even if a level 2 is thrown.
Hope this will add lot's of gameplay usage, making effect arrows usable in pvp, and maybe some farm could use them more easily while staying hard to get, you still need the Nether for the easy one and the End for the most powerfull
