While water levels have changed (down by 1 block,) all water in Minecraft continues to be on a singular plane. While this has been working, it does not leave much room for building by rivers or the sea without terra-forming.
I propose a randomly spawned height differential, which brings water heights to different levels throughout. This would naturally create waterfalls that have a source (and are not one to three blocks of water on top if a cliff.)
The tiered pools in lush caves are great, and I speak for many players when I say differing levels of water on the surface would improve gameplay and allow for more interesting builds and journeying.
