What - Minecraft should be given magic - not potions, but spells that can be learned and powerful magic items (not enchanted items) - e.g. magic wand, staff. Players can learn spells over time.
Why - Magic items are hard to obtain. The enchanted mechanic only boosts effects of something that already exists. Being able to, say, produce a ball of energy and fling it at hostile mobs, would be an entirely new function of a magic item. On top of that, this is a new way that you could introduce far range weapons - or maybe attacks in general?
How - Witches (or new mob, Warlock) should very rarely have a Book of Magic which contains one or more spells. You can learn the spells from them if you have a Book of Magic. You need to trade XP for Spells. Maybe even up to 9 hit points! But they do regenerate like normal. Maybe the Cool Down feature could also have lowered health?
