Especially pc strategy games such as Age of Empires have built in editors for player created content. They allow you to create your own levels for the game. I think that Minecraft should have such an editor built into the game to make it easier for players to create their own texturepacks and datapacks/addons (depending on wether they play on java or bedrock). Currently you need third party applications such as blockbench and code editors when creating them on PC, but it can be complicated and many people don't know how to do it. On pocket edition or on consoles this is not possile at all. If there's an user friendly ingame editor which would be similar to something like the kid's programming language Scratch and include a simple editor for drawing custom textures more java players could get into it and it would be possible on consoles and phones as well. Mojang might not want to add this to bedrock because it would harm marketplace sales, however the sheer time and experience you'd need to create something of the quality aviable on the marketplace even with such an editor would still make people buy marketplace content.
