In its current state, the Arrow of Healing is quite useless. Using a fully enchanted bow guarantees an insta kill on basically anything, negating the healing effects of the Instant Health tipped arrow. Doing Pillager raids or even taking on the new Trial Chambers with friends gives the perfect opportunity for Healing Arrows to shine, as someone playing support could heal their friends and wolves from afar. I also think that shooting someone else's wolf, or a villager with an Arrow of Healing should prevent that wolf from then being aggressive towards and the villager (consequently an Iron Golem) being angry at the player who shot the arrow. The harming effect on Undead mobs should be left unchanged.
TL;DR: Arrows of Healing should only heal players and passive/neutral mobs without dealing any damage.
