Pale Garden and Swamp Fog

The Pale Garden should have a new Fog Effect to add more ambience to the biome. The Fog Effect can be used in the Swamp as well to make these two biomes more lively [Like the Darkness Effect the Fog Effect can be tuned down].

  You should be able to hold a lantern which will make it so you can see further in the fog, maybe 20 blocks ahead instead of 10 without a lantern. Or make it so the fog disperses around a lantern that's placed (not with regular torches) That way there's actually a reason to craft them. They could also make a lantern boat.
