simply put, a block tag that's empty in the vanilla pack (or only used on a few niche things) but that can be used by creators to let them place blocks in certain states without worrying about them receiving updates.
use cases: adding walls to the tag so you can make a room you can't place blocks in by setting all directions to none and up to false, but allow you change blocks in the room or surrounding it without updating every wall that's preventing the placement of blocks. adding various plants to the tag so that you can have niche states such as every side of lichen or vines being true, in locations where they aren't typically allowed, like in the air, or just not on a block they can be placed on. another potential use would be waterlogging a block that's in the tag to then allow for free standing water suspended in a slab or wall or something with moving blocks around it for a parkour map. and finally, letting you place blocks via commands in ways or places they're not intended to be placed, without the blocks instantly breaking or popping off.
