Allow pre-downloading of Minecraft Add-on’s

We should be able to download any addon for free from the marketplace however not be able to use it unless we purchase the corresponding add-on or join a world that has the add-on.

I believe this is necessary because downloading multiple add-ons at once when joining a friends modified world often fails the download and can cause people to only use 2 or 3 small add-on’s when creating a modified world so that they can play with friends.

This ultimately leads to less people buying many packs as they’re aware their friends can’t download them all anyway.

This isn’t a problem for PC as they could switch to Java where they could easily play many mods with friends.
