Leashes attach from fence post/wall to fence post/wall and thus won't break.
As an aesthetic use for leashes is how they drape, have leashes that connect to fence posts/walls and then another fence post/wall instead of needing an animal, and then this leash be unbreakable. The lost mob crab claw could have been an opportunity for such a tool to be needed to attach the leash to a second fence post as a feature. This way, hiding animals to drape leashes and having the leashes constantly break would be alternatively achieved by a tool that eliminates the need for an animal and subsequent breaking leads.
