Magic tools / items

The problem of not having magic in minecraft is that: we have an enchantment table with weird language on it that can CLEARLY do magical stuff (enchant) on your gear. So this means magic exists in minecraft. However, magic is not utilised in any other parts of minecraft! Even the WITCH, who is supposed to be a sorcerer in many different fictions settings, is only capable of brewing and throwing potions, but not directly using magical spells on others. Sure, we do have the evoker and illusioner performing their magical spells, but how about players? Why can't we use magic ourselves? Let say we can't perform spells as adding abilities in minecraft is difficult to code, then make a magic tool that can perform a spell and make a cooldown on the corresponding ability! For example, a blaze rod that can actually shoots out fire but this will use up the blaze rod, or some drop from the creaking that can be used to make a magic staff, which can freeze others for a few moments, but will be gone after a single use.
