So something newer players might now know about is abandoned/zombie villages, which have a 2% chance of replacing a normal village. They're basically just regular villages, except with no villagers, cobwebs replacing random blocks, and mossy cobblestone instead of regular. I've seen a fair amount of posts from new players who stumble upon it and get creeped out by it.
So, since Mojang has emphasized how they want the pale gardens, to me it makes perfect sense to make a palewood-specific variant of abandoned villages a semi-rare structure to find within the pale gardens. It might also be a chance to add a new armor trim that can only be found in chests that can spawn in the village, but I'll leave that part up to the devs. I just think that if creepy is what they're going for, abandoned villages are a great solution that's already in the game.
