Mob griefing is a pretty useful gamerule to have, but it affects just about anything a mob can do. Villagers are obviously rendered nearly inoperable by it being turned off, and with creepers, endermen and even withers, it's perfectly reasonable to turn it off but you can't do that without breaking certain mechanics. I think separating it into a few gamerules like "mob explosion griefing" and "mob item griefing" or "monster griefing" and "animal griefing" would make it much easier to manage, as you can disable something as destructive as a wither from destroying an entire player town while also allowing villagers to still function and for animals to have more "mischievous" behaviors.

Whenever I host a server I need to find some external plugin to keep creepers and endermen from breaking things and keep mob greifing on for villagers. It's just something which could be fixed by (as far as I'm aware) just recategorizing some game events and behaviors and it would be really nice for server owners.
PS: I'm not sure what to categorize this as, so I put it in commands. It could maybe also go into gameplay but I'm not sure.
