I love the idea of finding enchanted books and "treasure enchants" that you cannot normally retrieve via enchanting table. However, this is somewhat ruined by Villager Trading with enchanted books; I don't think the enchanted book trade should be removed entirely, but more specifically the treasure enchants that they sell, like Mending (make mending and other similar enchantments impossible to obtain from villagers). Though I understand that this change would likely upset players (most either love or hate mending and how its retrieved through trades) and would likely require the players to explore more if they wanted these kinds of special enchantments, I think that overall it would balance the game if treasure enchantments were unobtainable via villagers. In fact, remove the ability to enchant books in the enchantment table as well.
My proposal / compromise for removing mending and treasure enchantments from villager trades is by instead adding a method to enchant with them in the enchanting table. Remove all enchantments except the originals from the table (make mace and trident enchantments into "treasure") and then add a method for enchantment tables to pull from chiseled bookshelves. If a chiseled bookshelf contains an enchanted book, then there's a possibility of it appearing and the more of these you have the higher that chance. If a player obtains a treasure enchanted book they can choose to either add it to enchanted table with low probability or to use via the anvil.
