Possible Compromise for Treasure Enchantments (remove Villager Mending)

I ran out of room, but I think that by removing the ability to enchant books in an enchantment table it would balance the system and avoid a sort of infinite loop (create a mending book and adding it to the chiseled shelf to improve the chances until there's a high probability). I think that if players were limited to enchanting armor, tools, and weapons then it would also make it a more enjoyable experience, like instead of enchanting being a grindy task it could return to being a special boost, and then when a player comes across a treasure enchant like mending it feels like a proper reward for exploring.

I also wanted to clarify for the end that I think it would also be well balanced to let the player choose how to use the treasure enchanted book they earned as a reward. Either they could use the anvil to use up the book, but be guaranteed to put the enchantment on what they wish, or they could place the enchanted book in a chiseled bookshelf and have a low probability of it re-appearing multiple times in the enchanting table (and if they happen to be lucky and find multiple enchanted books with the same treasure enchant then the reward is a higher probability of it appearing in the enchanting table).

I think this should be part of the base enchantment table, but an alternative is adding an upgrade through the "echo shards"; then keep the original's functionality with enchanting books for normal enchants, but remove enchanting books for the "enchanted echo table".

As a side tangent, since I mentioned an upgrade to the enchanting table with echo shards I'd also like to throw out an idea to upgrade the anvil with netherite. Add in a special netherite anvil that allows players to bypass enchanting limitations, but at the cost of exponential levels (and the fact it's a netherite anvil that likely required 32 netherite ingots to create). I distinctly remember on an old server I used to play on back in 1.2.5 / 1.3.2 there used to be "God Armor" and "God Tools" where either the enchantment level was increased or in most cases non-compatible enchantments were combined, like these rare / special diamond armor had Protection 8, Fire Protection 8, Blast Protection 8, and Projectile Protection 8; or the sword had Bane of Arthropods X, Smite X, and Sharpness X. I think it would also be very interesting if there was a legal gameplay method for obtaining these kinds of "God" armor/tools/weapons at the expense of many levels (since creative mode shows we can do it for high levels).
