With the new minecart experiments that makes them faster, there should be a way to speed them up faster than using powered rails.
One-way copper rails could speed up drastically a minecart if it's powered and coming from the correct direction. But if the minecart comes from the wrong direction or the rail isn't powered, it gets stopped like an unpowered activator rail.
The rails being one-way stops them from completely replacing powered rails, since many redstone contraptions/farms require the cart to go both ways on the rails.
The crafting recipe would be the same as a powered rail, but gold ingots replaced with copper. It could also be something else, if someone just comes up with something better :)
Copper rails would add an another use to copper, which is in my opinion a good thing, as it is very easy to get a lot of it. The copper rails are mostly focused on being for transportation. The accessibility of them could make railways easier for everyone to make, as gold and iron in large amounts can be hard to get for those that don't have farms/fortune 3.
