Increasing banner layer maximum from 6 to 15

The banner layer limit is six, right? What if we wanted to make a better banner if we only have the limit of six. What if we could have it increased to fifteen for the banner to be more better and instead of having six layer on a banner.

  ik mojang tries to limit use so that we can see what we can do, but the problem is that limiting factors like this is are just too hindering y'know? i think this should be added.
