Insta-mine rails with any pickaxe

See, when you use minecarts to transport (for example) villagers and you finish and need to take back your rails is an annoying job, because if you have a bad pickaxe they are slow break but with a good pickaxe you can accidently mine other blocks (like netherrack in the nether), so my idea is that any pickaxe could insta-mine any type of rails (and probably don't take durability damage), this can make use minecarts easier and also give a new use to low-tier pickaxes!
