Tiered Shields and Crossbows

Instead of having a single shield made of planks and an iron ingot, the iron ingot could be switched out for another material, like a plank, cobblestone, gold ingot and diamond. A netherite shield can also be obtained by using Netherite Upgrade. The same can also be applied for crossbows.
