Adding the birthday 16 Cape

Hi, I want To ask you if can I Design the 16 birthday cape, I wanted to do that when I start playing fake minecraft to the real one, I really know how to design capes but I want to made one that gonna be rare and only 16 people will be able to get it randomly from the active accounts or everyone will be able to get the cape like in the revolution cape Please if you want me to do that I will be so proud of myself once
