The suggestion here is pretty simple. With copper being so prevalent and so many blocks the axe can be used on to convert it to a new block, adding tags and (ideally) recipes to allow datapack makers to customize what blocks axes can and cannot be used on.
It's a small customization tool and would ideally make additions to the minecraft\tags\block namespace and the minecraft\recipe namespace to accomplish this. It's a small addition, but it would be a welcome one, especially if the axe and maybe even other tools, are going to get more non-mining uses, like the shovel does for dirt paths and the hoe does for it's various jobs.
TLDR:
Ask: The ability to control what blocks the axe (and other tools, too ideally!) can right click on for an effect with a combination of tags and recipes.
Effect: The ability to customize your game further, even add new blocks or crafting methods here and there.
Reason: More control to datapack community, more power for mapmakers to protect their builds while giving players axes as weapons.
