trees always drop the amount of saplings that took to grow the tree or more

naturally generating leaves that are on top of naturally generating logs always drop saplings. It has happened to me multiple times that I go 5,000 blocks out to find dark oak bring 4 saplings and plant them near my house, once I chop down the tree it drops 3 saplings so i cant replant it and must go back the 5,000 blocks.
