Wind charges should be useable in offhand on Bedrock

Even without the current wind charge bug that is fixed in preview, swapping from the wind charge to the mace, then aiming and timing a smash attack after using the wind charge just isn't something that can be done by most players, especially those on mobile or using a controller. Even if we don't get full offhand use of items, or even the wind charge, please let it be placed and used in the offhand slot while we are holding the mace, it would allow more players to utilize this amazing new addition.
