Since recent updates have focused heavily on attributes, I have a suggestion that might interest you. It involves adding two new attributes and introducing new game mechanics.
Overview
With this implementation, players could enter a "diving" mode even without wearing an elytra. This mode is the same as when a player is flying with an elytra and would be triggered in the same way.
Gliding
Players could experience a slight glide in this mode. They would have a base attribute called "Glide Efficiency" (the exact name can be adjusted) with a very minimal value, to which elytras would add. This means players could technically glide without an elytra, though not very far.
Fireworks
Players could light a firework while in this diving mode to propel themselves. However, the direction would be sporadic and random, potentially causing them to crash into the ground or nearby walls. Players would have a base attribute called "Glide Control" (name can be adjusted) with a minimal value, to which elytras would add. This attribute would help minimize the randomness of their trajectory.
