Make Damage Tilt Able to Accommodate for Bedrock Edition

I hope that Bedrock Edition can have a same option as Java Edition which is Damage Tilt, so that players can freely adjust the effect when they are taking damage.

    This should 100% be an accessibility feature available in both editions
