Problem of 'Bad Omen' changes in 1.21 update

    Maybe they could change it so that if you kill a pillager you still get bad omen, but if you bring it to a village and then blow into a goat horn, you sommun a raid. And the amount of difficulty of raids depends on how many ominous banners you have compiled into the area of the village. Thus way you can control when pillagers attack, and how many spawn as well and with what data. The ominous banner amount stacks to 5, in which case the boss of the raid will be an illusioner that is way more developed, and has many more attacks.
