This will be a functionality rather than a new block. When a redstone input is put directly into the block, it will start to store energy (maybe they could be a new variant called "Copper Insulating Block" that cannot conduct electricity??). So, each second a value of 1 will be stored, until it reaches the value of 30. More energy, the more starts to shine. If the energy reaches 30, then the block will become red for 5 seconds and then it will explode because of an overload. You can evade the explosion by pouring water into the block and it's surroundings. If there are blocks near it (or connected trough redstone), they will distribute the energy by dividing it (Ex.: 4 blocks with the first one having 20 of energy. When connected, each one will have 5 of energy). So that's my idea. To whoever is seeing this post, please comment if you have any questions and/or any flaws that the functionality may have.
